The Ayuntamiento de Peñamellera Baja is based in Panes, the capital of the municipality, where the town council settled in the late 19th century; before that, from 1869, the capital had been Abándames. The current building was designed in 1982 by the architect Alfonso Toribio and opened its doors in June 1986.

It brings together the council’s central offices, the Mayor’s office, the Secretariat and the Urban Planning and Social Services departments, as well as the library, the telecentre and the local development agency. It also houses offices of the Government of the Principality of Asturias.
